Description: Parcels selected out based on queried zoning layer (R-1, R-A & R-1 equivalent Specific Plan categories). Models were then run to append the zoning, land use policy and specific plan information (and percent covered for the multiple categories) and fields for flagging the individual constraints. Models developed in 'SB9' ArcGIS Pro project to code these. For more information, please see the SB 9 page here.The following criteria were used to determine eligibility (listed below for a "YES"):Inclusion:Has Zoning Category R-1 or R-A, or a specific plan category of 'Res 1' (Connect SW, West Carson and Willowbrook)Within a Census 2020 Urban AreaExclusionNot within the Coastal ZoneNot within a Conservation Area - Sources: DRP Significant Ecological Area, CDFW Conservation Easement, California Conservation Easement Database, California Protected Areas Database (conservation lands only).Not within a Critical Habitat Area - Sources: USFWS, State of CA CNDDB (only those areas 'specifically mapped' and Fed or CA status of 'Candidate', 'Endangered', 'Threatened', or 'Rare')Not within a Farmland area - Source: Farmland Mapping and Monitoring (Prime and Statewide Importance)Not within a Fault Zone - Source: State of CA Alquist-Priolo Act*Not within a FEMA Flood Zone (Regulatory Floodway or 1% annual change of inundation)Not within a Very High Fire Hazard Severity Zone - Source: Cal FireNot within a High or Very High Fire Hazard Severity Zone (State Responsibility Areas) - Source: Cal FireNot within the Eaton or Palisades fire perimeter - Source: Cal FireNot within a Hazardous Waste Site - Source: CA Dept. of Toxic Substances ControlNot within a Historic Resource Area - Source: DRPNot within a Wetlands - Source: National Wetlands InventoryNot a condo or apartmentNot split zoned, except as defined in Title 22 (Section 22.06.070.D)*** If an Earthquake Zone is the only constraint on the parcel, it will still be eligible, however it is subject to additional building requirements.** Eligibility criteria was defined in part by Title 22 (Section 22.06.070.D) which stipulates that the portion of the parcel with a different zoning category has to be completely within a 50 foot buffer of the eligible zoning portion (as defined in this case by R-1, R-A, and equivalent Specific Plan categories). Those that meet this criteria are deemed eligible and coded as such. This Title 22 section also lists two additional criteria related to tract recordation and parcel ownership - these were not analyzed due to the great difficulty in doing so.UPDATE HISTORY:12/2/25 - QC'd results, copied dissolved layer into SDE.11/26/25 - Extracted parcel analysis and began new analysis (per staff suggestions, this layer was discontinued in 2023, however, in November, 2025, it was requested to re-create this. Previously used models were modified and the analysis re-ran.
