Description: This layer represents the 'Hazard, Environmental and Resource Constraints Map' as depicted in the appendix Figure C.1 in the General Plan 2035. The Constraints were compiled by overlaying many different layers that each had a score attached to them. Class 1 being the least severe, and Class 3 being most severe. In the overlay analysis the maximum number for overlapping polygons is the one shown (so even if there are 3 Class 1 polygons and 1 Class 3 polygon in a specific area, that area will get a 3).
