Description: The Adequate Sites Inventory identifies sites to accommodate the County’s share of the regional housing need in the unincorporated areas. The Adequate Sites Inventory is comprised of vacant and underutilized sites that have been identified through this Housing Element Update, as well as sites listed in the 2008 Housing Element. The 'TYPE' field identifies whether it is VACANT or UNDERUTILIZED, and the NOTES field identifies whether Adopted Land Use / Zoning was analysed; Proposed Land Use / Zoning; and/or sites identified in the 2008 Housing Element. Description: This layer represents the proposed Transit Oriented Districts as depicted in Figure 6.5 in the General Plan 2035. These are urban and suburban areas with access to major transit and commercial corridors that have the most potential for infill development, and are well-suited for higher density housing and mixed uses. With the exception of the East Los Angeles 3rd Street Specific Plan, all of these are 1/2 mile buffers around a major transit stop.
Description: This layer represents the opportunity areas as depicted between Figures 5.4 - 5.47 in the General Plan 2035. Depicts the following types of Opportunity Areas:Transit Centers - areas supported by transit where mixed use, and higher intensity development is encouraged.Neighborhood Centers - areas with opportunities for community-serving uses including commercial-only, mixed use, and other related uses which play a central role in a community.Corridors- areas along boulevards that provide connections between neighborhoods and employment centers - emphasizing commercial or mixed use, and opportunities for design improvement.Industrial Flex Districts - industrial areas that provide opporunities for non-industrial uses and mixed uses where appropriate. Also lighter industrial uses (like office/professional uses) that are compatible with residential uses.Industrial Opportunity Areas - economically viable industrial and employment-rich lands in unincorporated areas with an existing community-based plan or in the process of getting one. Further considerations should be given to these areas to be mapped as Employment Protection Districts.Rural Town Centers- focal points of rural communities, serving the daily needs of residents and providing local employment opportunities.
Description: The Provisional Health District Layer contains Department of Public Health Health Districts as of 2011, which are aggregates of 2010 Census Tracts. Furthermore, Health Districts comprise the building blocks of Los Angeles County Service Planning Areas (SPAs). The Provisional Health Districts were created by the Los Angeles County Department of Public Health for planning purposes and are subject to change.

Description: The BASA project was developed to provide a common geographic boundary for reporting departmental statistics for unincorporated areas to the Board of Supervisors. The CIO and the LA County Enterprise GIS group worked with the Los Angeles County Board of Supervisors Unincorporated Area and Field Deputies to establish names that reflect as best as possible the general name preferences of residents and historical names of areas. A Board Motion will establish these area names as “Board Approved.” BASAs differ from the more informal “Community” geographies because:They are primarily focused on broad statistics and reporting, not mapping of communities.They represent board approved geographies comprised of Census block groups split by cities.They must cover the entire unincorporated CountyThere can be no holes or overlapping areasThe BASAs were created using Census Block Groups split by cities (e.g. "Split Block Groups") as a geographic building block. This allows users to leverage the rich information provided by the US Census Bureau to better report statistics, including rates from the decennial census and population estimates.In the City of Los Angeles, the LA City Neighborhood file was overlaid on the Block Groups and boundaries assigned using the centroid of the block group - therefore, while the names of the BASAs in LA City match the neighborhood file, the boundaries are not the same.Additionally, BASAs are to be named according to the following recommended naming conventions:All names will be assumed to begin with “Unincorporated” (e.g. Unincorporated El Camino Village). They will not be part of the Statistical Geography Name (so the name of the Statistical Area would be “El Camino Village”).Names will not contain “Island” – beginning each name with “Unincorporated” will distinguish an area from any surrounding cities.
