Description: LA Metro Regional Bus Stop Improvements InitiativeGIS Bus Stop Prioritization Analysis OverviewA. METHODOLOGY 2022 Analysis – 153 Critical Stops List Created: In 2022, the LA Metro Office of Sustainability led a pilot round of GIS-based analysis to score and rank bus stops to identify critical stops that could benefit from bus stop improvements, like added infrastructure, better lighting and other safety upgrades. This analysis evaluated all 12,106 bus stops serviced by Metro across LA County at the time of analysis. It scored these bus stops based on six equally weighted criteria: (1) Distance from a Streetlight, (2) Ridership, (3) Public Safety, (4) Equity Focused Communities, (5) SB535 Disadvantaged Communities, and (6) California Heat Assessment Tool Heat Index. The 2022 analysis included two phases. The first phase resulted in a list of the top 1,500 bus stops with the highest scores, indicating that they were in greatest need of improvement, split between 750 stops in the city of LA and 750 stops outside the city of LA. The second phase produced a further refined list of the top 10% of the first phase, again split between stops within the city of LA and outside the city of LA. This process resulted in a list of 153 stops in greatest need of improvement. This list has been shared with local jurisdictions to aid in their bus stop planning efforts countywide. Metro will follow up with local jurisdictions to check the status of their bus stop improvements at these critical stops to date.B. CRITERIA REFERENCE GUIDE 1. Equity Focus Communities (EFC)/Metro Equity Needs Index (MENI) 10 possible points Data Source: LA Metro, 2022 Stops with scores ranging from 2-10 points depending on their level of MENI designation. MENI levels are derived from Metro’s EFC dataset, the agency’s designation for identifying priority transportation investments through three criteria associated with mobility barriers: (1) low-income households, (2) Black, Indigenous, or People of Color (BIPOC) populations, and (3) car-free households.2. SB535 Disadvantaged Community (DAC) 10 possible points Data Source: CalEnviroScreen, 2018/2021 Stops within census tracts representing the highest overall scores in CalEnviroScreen 4.0 and CalEnviroScreen 3.0, a statewide methodology to identify communities in California disproportionately burdened by pollution.3. Vulnerable Populations 10 possible points Data Source: US Census 2021 ACS 5-year estimates Stops with scores ranging from 0-10 points based on high relative levels of three criteria associated with mobility vulnerability: (1) children aged 0-4, (2) elderly people aged 60 or greater, and (3) people living with disabilities, compared to Countywide averages.4. Urban Heat Island Index 15 possible pointsData Source: CalEPA, 2013 Stops with scores ranging from 0-15 points relative to the highest Urban Heat Island Index (UHII), which quantifies temperatures in degrees over the course of a day.5. Tree Canopy 15 possible points Data Source: Urban Tree Canopy 2018 created by EarthDefine, based on 2018 National Agriculture Imagery Program (NAIP) aerial imagery and LiDAR data collected by the U.S. Geological Survey. Stops with no tree canopy within 50 feet. 6. Southern California Association of Governments (SCAG) Regional High Injury Network 15 possible points Data Source: SCAG, 2023 Stops within 200 feet of the highest concentrations of serious and fatal auto-bike and auto-pedestrian collisions across LA County. 7. Historical Redlining (only for stops also within the two highest MENI levels) 10 possible points Data Source: Mapping Inequality, 2023 Stops in areas that received the two lowest designations for home loan risk from the federal government in the 1930s (often referred to as “redlined”) that remain in high level MENI designations (see Criteria 1). 8. Cancer Risk 10 possible points Data Source: South Coast Air Quality Management District, 2021 Stops with scores ranging from 0-10 points relative to the highest possible cancer risk score based on an AQMD toxic air contaminants study. 9. Ridership 5 possible points Data Source: LA Metro, 2024 Stops with scores ranging from 0-5 points based on the percentage of boardings and alightings relative to the five busiest stops serviced by Metro.
